Is there a way to stop them without harming beneficial bugs?

Out West, we never had the pest load we are dealing with here in the South. There, all ya had to do was plant more crops than you wanted to harvest and let the bugs have their share. Here, you do that and all you get is more bad bugs.

We don't particularly want to use pesticides, but we're are starting to think it is our only choice.
