The API for subscribing and sending notifications is standards based, but,

You need a Progressive web-app (PWA).
The user needs to click Share, then "Add to Home Screen"

More friction and extra #developer work? Yes. A more native feel? Yes!

When users add a PWA to the home screen, it effectively installs the "web-app", and offers

1. An icon that can display badges with counts
2. Notifications appear "from" the web-app, not Safari.
3. The notifications settings can be adjusted from the settings screen
