According to Article 4 of the Radio Law, permission from the Minister of Internal Affairs and Communications is required to open a radio station. In other words, you need a license to play with radio. However, Article 4 stipulates exceptions, and among these are what are known as license-free radio. These include digital simple radio (351MHz/5W), digital low-power community radio (144MHz/0.5W), specific low-power radio (430MHz/10mW), and citizen radio (27MHz/0.5W). With the exception of digital simple radio (DCR), anyone can purchase and use them on the spot. DCRs can be used without a radio operator license by registering with the General Telecommunications Bureau and receiving a registration letter.
